As I already said it on September 7th: There is only one motion sensor for the outdoors, and that is of the brand philio, though that doesn't have lux measurements, so you would need another device for that.

For fibaro nothing works with battery level (notifications), except for buying another brand

You can use them (after you made an app), just not with direct association and you will need to make (real) flows for them so that homey handles it

You would need an app for secure inclusion and all the rest of the benefits of the device And it needs the security command class, which it doesn't according to your pdf you included, so impossible to include secure

It's not that hard.. though if you have a device without battery level but can send an alarm, don't forget to add that as a flow as well (like the Nest Protect sensors), but there aren't that many
