App to sync ambilight tv with hue lights

I was thinking, I have an older philips ambilight tv (so no android on the background) and also have a few hue lights.
To sync my hue lights with the tv, I have to open an app (new ambilight+hue app) on my android phone. Which shuts the from time to time due to batterysaving. So at first i was thinking to set up a raspberry with android os, but.... Why not let homey do it??
Than I can create a flow which activates the sync and disable it when i want. Sadly a complete noob in creating apps.. Is there someone who can, if it's even possible??
