General z-wave app

Hi.
At times i have some odd ideas that i would be able to carry out in other controllers, for instance homeseer.
Could a general/raw z-wave app be developed, or are the nodeID's bound to certain apps?
If i could associate my device-X's association group Y to homey - and just have an action card like: NodeID(X) sent command Multilevel* - then make something happen.
Is this possible? And, am i the only one looking for such possibilities?
