Fibaro Dimmer 2 - direct association not working

Hi,
have some problems with direct association from Fibaro Dimmer 2 (a couple of them, actually):
No matter what I do, I simply can't get a working direct association from one dimmer to another synchronising them (turn on/off/dim)

- All are included as secure, have triple-quadruple-checked node-id is correct

Makes no difference if
- Node-id is in groups 2, 3, 4, or 5, some of them, or all af them
- 3-way switch is activated or not
- Switching S1/S2
- Changing parameter 21 (The value sent to associated devices on single click): 0 or 1 - no change
- Explicitly setting parameters 24 (Command frames sent in 2nd and 3rd association groups (S1 associations) to 0 (all actions send to association groups) and/or
- Explicitly setting parameter 25 (Command frames sent in 4th and 5th association groups (S2 associations) to 0

Both dimmers respond to commands via direct association from other units and respond without any problems in flows - and making a flow setting the brightness of one dimmer to the level of the other one if it changes works fine.
Looking at the mesh at the developer page, the two units are connected - and according to the z-wave table there is 0% Tx errors.
It doesn't matter if it's from one unit to another or the other way around.

It seems like the problem is, that the dimmers are not sending any commands to the associated devices...

Any suggestions? All are welcome!
