Seeing people!
We are looking for a z-wave sensor that recognizes people and a sensor that sees people. The latter is not a motion sensor because it should seens still sitting and lying people should see.
Wij zoeken een z-wave sensor die mensen herkend en een sensor die mensen ziet. Laatste is niet een bewegingssensor omdat hij ook stil zittende en liggende mensen moet zien.

There is (unfortunately) no such thing for z-wave. All z-wave sensors in the database use PIR to detect people and are effectively movement sensors.
I believe Fibaro uses multiple (movement) sensors to detect the number of people in a room. Ie it detects movement on two sides of the door and calculates if someone is entering or leaving.

For face recognition you need a camera. I believe Z-wave dont have the bandwidth for that and also the Z-wave devices are generally are low power devices and not designed for constant operation (they just send simple messages periodically, like temp reading, instruction turn on or off a relay, etc). You might need a wifi, bt of hard-wired solution.
There are a few Raspberry pi and Kinect projects out there with face recognition, but it might be much easier to use a bluetooth beacon of some sort. Any particular use case you are looking for?
The Netatmo Welcome camera does have face recognition and has IFTTT support to work with Homey (through the maker channel though)
