Always on !

I have a pond outside and want to ensure that in the event of a power failure, and after it is restored the pump, filter and heater unit come back on. The heater is only on a certain times of the year (when water temp gets cold), and there are other pumps (waterfall and aerator) that only operate at weekends, but need to come back on.
Is there an easy way to do this, either with a flow or an "always on" setting I have not discovered yet ?
Or is it just a flow that checks the units status every 5 or so minutes ?

And I think the same was for plugwise (zigbee)
Or in case for fibaro and nodon, that have an always on setting (so even the button on the device is disabled, and the accidental switch in homey gui)
