Do wifi devices connect to Homey in the cloud or locally to the device?

wifi devices don't connect to Homey but to the wifi network. If the cloud is needed is totally dependend on the kind of device.

Depends on the device, for example Toon / Nest are a wifi device but connects by the API of Toon / Nest so over the internet
