Sound meter - Blinds close when dogs are barking

Is it possible to create a kind of connection with a decibel meter that sends a command to homey when a specific soundlevel is reached?
I want the blinds at my front windows to close when the dogs are barking. They always get crazy when other dogs are walking by. If they can't see them, they stop barking. Besides that my neighbors get crazy, maybe they learn not to bark if the blinds close every time they are barking,
