Can a simple soul find it on the Athom site?
There was no update for stable, it's experimental that got a new update this morning. We can expect from users that use experimental that they know how to find the information that's needed before they make use of it. Stable updates are mostly announced at the forum or in the software updates from Emile. Also after updating (stable) there is the what's new screen -> https://whatsnew.athom.com/#1.3 or information can be find at https://firmware.athom.com/ just like @Phuturist said.
When you update it's also on the screen below, for example RC11

Would it be an idea to provide the user information (a link) where to find the latest changelog from the above Updates screen? The user is informed by a notification Homey updated. but the changelog disappears after the update is installed. With a small change at the website it should link to something like https://firmware.athom.com/?channel=stable (Query doesn't work yet)
But as @Eternity mentions, this information is only communicated to the Community but not easily available for a new Homey owner before reading a lot of posts on forum or Slack.
Same for https://status.athom.com/ make an consolidated [EveryThing OK] on the Account page before choosing your Homey https://my.athom.com/#/ with a clickable link to the complete status overview.
