Check of my tv is on

I have read somewhere that it is possible to check if my smart-tv is on.
But don't know which app it was and how it works. 

Who can help me with it?

Samsung 
i thought there's a way to check if the ip can be reached.

You can do this with the net-scan app. Set the tv on a static ip. Then you can check in a flow if the tv is on.
