Sorry for a newby question, but what is the easiest way to prevent a flow to run certain times?

That's a tricky question. The tricky anwser will be the "candy" app.
"flow not run the last 2 hours" is 1 of the options in that app.

Use the date/time condition card and set the checkbox so it the condition is only valid when the time is not between the set times.
