Poor range Qubino Flush relay

I just bought a Qubino Flush 2 relay but the range is very poor 

max 10 meters, is there a way so that homey can send out a stonger zwave signal to the qubino?

    Fixed sort off, in house it works perfect on every floor distance 40 meters even threw concretere floors .

    the moment i put it outside i get only a few meters of signal, i wanted to replace my fountain working on kaku because that dosnt always work even with a extender, think there is some interference from my neighbours or something ::(
