Look at your Somfy remote, if it says 'RTS' it will be possible to control them from Homey. My Somfy remote shows RTS. If it says IO it won't be possible to support it, at least not easily.

The Homey Plex app is best compared to a 'remote control' to control the Plex app that is on your TV, I guess. So if you can't use Plex on your tv now, Homey won't solve that. Perhaps a Chromecast is a good, cheap solution to that.
