We just have to make sure Homey will support MQTT. TheThingsNetwork uses this protocol. Amazon IoT, which is also just released, also works on MQTT. I think this will be a very important protocol in the future for IoT applications.

The Foscam cams I have do have motion detection and they're only 80 bucks.

I'm actually not sure how it works, but wouldn't it be possible to do the motion detection in the camera and use the RTSP stream to only send motion information to homey? I believe the Synology surveillance station does something similar.

It makes absolutely no difference. If homey works with Kodi it doesn't make a difference which hardware you use.

Forget about "autogordijn". I have two of them and they are extremely loud. Also extremely cheap, but the next time I'll spend a bit more for a quieter brand.

Is location determined by gps only? Or is it possible to use iBeacons as well. I guess iBeacons will open up very nice possibilities to know in which room you are.
