All off stability.

How do people implement 'all off' functionality?
I only have z-wave devices, and when using my 'all off' flow, devices are sometimes set to off in homey, not in the real world.
If I stagnate the commands several minutes - everything works. But I was under the impression that z-wave is a two way system, hence this should not happen.
Any input is appreciated

If this is true (will be doublechecking everything later today), this is wasteful behavior on a network as slow as z-wave
I'm using the "Turn specific devices off" card and i thought it only turned devices OFF if they were on.
